SCC Representative Steve Rogers

As many of you might remember, I ran for State Central Committee (SCC) this spring with opposition to Ranked Choice Voting (RCV) as one of my main platform issues. The SCC held its quarterly meeting last weekend at the annual RPV Advance conference where I was able to present my proposed amendment to the RPV Party Plan that would prohibit the use of Ranked Choice Voting in party elections.

I gave four reasons why I was sponsoring the amendment.

  1. In April 2024, the Republican Party of Virginia passed a resolution supporting the RNC’s opposition to RCV. This was approved overwhelminglyby the SCC, echoing the sentiments of our Republican base. However, it’s essential to note that this resolution did not remove the RCV language from our Party Plan.
  2. Across the nation, RCV has faced significant opposition. In seven (7) states this year, voters rejected RCV ballot measures. Only DC passed RCV, and Alaska failed to repeal RCV by just 664 votes.
  3. Many of those 7 states rejected the concept of jungle primaries, where candidates from all parties compete in an open primary to determine the top four who then face off in the general election using RCV. This undermines the fundamental right of political parties to nominate their candidates for general elections. In my opinion, this is not the democratic process our party stands for.
  4. Our own Governor, Glenn Youngkin, vetoed RCV legislation earlier this year, highlighting its potential to confuse voters and potentially disenfranchise them.

For these four (4) reasons and more, it is simple common sense that we should align our Party Plan with the SCC’s stated opposition to Ranked Choice Voting.

After 10 minutes of debate, including my 2-minute introduction, a standing vote was taken (we requested a roll call vote for accountability, but were disappointed that it was rejected). Result: 30 votes to approve, 39 votesagainst. For the amendment to pass, we would need to have 60 votes to approve, and 19 votes against (75%+). I’m happy to report that your 4 SCC 11th Congressional District representatives voted unanimously to approve the amendment.

So, where do we go from here? I am not giving up on this effort. I believe the next step will be to seek a grass roots mandate. I have developed a template anti-RCV resolution to share with individual Unit Committees that demands SCC remove RCV from our Party Plan. If we can get the grass roots around the state to make their voices heard, we can get this done. Stay tuned.

Steve Rogers
11th District SCC Representative
